Dear Business Partner:

As mandated by the recent Division of Insurance (DOI) emergency regulation, Blue Cross Blue Shield of Massachusetts filed small group premium rate requests on March 2, 30 days before the April 1 renewal date for the small group market. Our rate increases range from 10-19%; other local health plans are also in this range. We expect to hear the DOI's response to our small group rate filings soon. Meanwhile, we are holding June renewals and new business quoting in the hope that we will receive more definitive information on our rates soon. At this time, we recommend that you follow your normal renewal decision making process for April and May and advise your clients to remit payment for their invoices. If a rate adjustment is necessary it will be reflected on a future invoice. Once market rates are established, we anticipate that some of your clients may want to change their coverage. We are putting policies and procedures in place to address any potential off anniversary changes.
