Update on Identity Protection Services from Blue Cross

As previously communicated, Blue Cross is offering identity protection services to all eligible members as of January 1, 2016. At the time of our announcement, we were awaiting further guidance from the Internal Revenue Service (IRS) on the potential tax implications of those services to accounts and employees.

On December 30, 2015, the IRS provided guidance that states that accepting an offer of proactive identity protection services does not result in taxable income to the recipient.

Based on this guidance, Blue Cross will be transitioning from an account-based opt in program to a member-level opt-in program. Accounts will not longer need to opt-in or out of the program. We will be reaching out to all accounts to notify them of this change. Member communications will follow.

Please note that members in the following plans remain ineligible for this service.

  • FEP
  • Medicare Advantage and BlueMedicare RX (PDP)

Identity protection services will be offered through Experian, an industry leader in providing credit monitoring and identity theft protection and will include:

  • Credit monitoring
  • Fraud detection
  • Credit and identity repair

Your accounts and their members will not be charged for this service, and the cost of this program to Blue Cross will not cause premiums to increase. This is a voluntary service—members are not mandated to take it. Members can enroll for the service directly with Experian, and the service will automatically renew for as long as they are members of Blue Cross.
