Cleve L. Killingsworth
Chairman and Chief Executive Officer

As our Chairman, President and CEO, Cleve's focus is to maintain BCBSMA's world class operational excellence, to implement our Corporate Promise "To Always Put Our Members' Health First," and to pursue solutions to the difficult health care issues of our time. Cleve believes that to fulfill our Corporate Promise, BCBSMA must work collaboratively with others in the community to improve the quality and safety of the care our members and the community-at-large receive.


Cleve became President and CEO in July, 2005. He joined BCBSMA in 2004 as President and Chief Operating Officer. During his 30-plus years in the health care industry, Cleve has earned a reputation as an innovative manager, dynamic teacher, and insightful analyst.

Prior to coming to Massachusetts, Cleve was President and CEO of Health Alliance Plan (HAP) in Detroit, one of Michigan's largest, most experienced managed care companies. Under Cleve's leadership, HAP provided value to its more than 500,000 members by fostering patient-centered relationships between health care delivery systems, practitioners, and health plans to improve quality. In addition to his HAP leadership, Cleve also served as the Senior Vice President of Insurance and Managed Care for Henry Ford Health System.

Prior to joining HAP, Cleve served as President of Kaiser Permanente's Central East Division.

Cleve formerly served as Senior Vice President of health care operations for Blue Cross and Blue Shield of Rochester where he oversaw medical affairs, utilization analysis, network development and provider contracting for the health care operations group. He also served as President of the Genesee Valley Group Health Association.

Cleve holds a Bachelor of Science degree from the Massachusetts Institute of Technology and a Master of Public Health degree from Yale University.

Cleve is a faculty member of the Harvard School of Public Health and serves on the Harvard Medical School Board of Fellows.

He serves on the boards of the Blue Cross Blue Shield Association, Blue Cross Blue Shield of Massachusetts Foundation, Greater Boston Chamber of Commerce, Carroll School of Management at Boston College, Jobs for Massachusetts, National Center for Healthcare Leadership, National Institute for Health Care Management and The Travelers Companies, Inc. Cleve is a trustee of The MITRE Corporation, Boston University and The Museum of Fine Arts Boston, as well as a member of the Corporation of the Massachusetts Institute of Technology. He is an overseer of TIAA-CREF. He is a founding member of the Executive Leadership Council—an independent, non partisan, nonprofit corporation in Washington, DC established to provide African American executives with a leadership advisory forum on business, economic and public policy issues.

In 2002, Northwood University honored Cleve as one of America's "Outstanding Business Leaders." In 2003, Cleve received an honorary doctorate (doctor of laws, honoris causa) from Northwood.

Ann S. Anderson
Senior Vice President/Chief Human Resources Officer

Ann Anderson is responsible for aligning the company's Human Resource strategy with its business strategy and culture. In that role, she oversees the company's strategies around Workforce Planning and Compliance, HR Operations, Associate Relations, Development and Organizational Effectiveness, and Compensation and Benefits. She also oversees the HR Business Partner team. She also serves as the liaison to the Human Resources Committee of the Company's Board of Directors.


Ann joined Blue Cross Blue Shield of Massachusetts in 1994. She became a Vice President of Human Resources in 2000 — leading the Human Resources Business Partner team, which supports the company's strategic initiatives, striving to improve operational and organizational effectiveness and workforce planning with the changing needs of the business.

Ann has more than 30 years of Human Resources experience. Prior to joining Blue Cross Blue Shield of Massachusetts, she was the Vice President, Human Resources for the Investor Services Group at The Boston Company. In addition, her previous experience includes serving as a Human Resources Division Manager at Raytheon Company, and at Uniroyal, Inc. where she began her career in Industrial Relations.

She received her B.A. from the University of Connecticut. She was also a part-time lecturer at Northeastern University's School of Management.

Ann serves on the Boards of Operation A.B.L.E of Greater Boston and Junior Achievement of Eastern Massachusetts. She is active in a number of other organizations including the Healthcare HR Leadership Forum, the Senior Northeast Human Resources Group, and the Boston Area Human Resources Group.

Jay Curley
Senior Vice President
Chief Government and Public Affairs Officer
Public, Government, and Regulatory Affairs

Jay's responsibilities include Government Relations and Legislative Affairs, Regulatory Affairs, and Public Affairs. He leads the company's Public, Government and Regulatory Affairs Division. The Division is responsible for ensuring that BCBSMA's interests are represented in Washington, and in state and local government. He serves as Blue Cross Blue Shield of Massachusetts' primary liaison

to officers, administrators, regulators, and legislators in government at both the state and federal levels. He is also responsible for educational efforts for Blue Cross Blue Shield of Massachusetts employees, customers, and the public at-large, concerning the company's business initiatives, the insurance needs of Massachusetts residents, and the Massachusetts health care marketplace. His efforts have helped Blue Cross Blue Shield of Massachusetts become one of the most respected companies in Massachusetts.

Prior to joining Blue Cross Blue Shield of Massachusetts in 1998, Jay served in a number of positions in the public sector, including Legislative Director for the Chairman of the Health Care and Insurance Committees of the Massachusetts State Senate and Senior Research Analyst and Acting Research Director for the Joint Committee on Insurance of the Massachusetts Legislature. During his tenure in the Legislature, he gained a reputation for his work on health care and insurance policy initiatives, such as the Health Care Access Law, the Non-Group Health Insurance Reform Law, and the Uncompensated Care Pool Reform Law.

Jay is active in organizations and community relations work that improve the social welfare of Massachusetts residents, especially those affecting children, including the Children's Trust Fund. He represents Blue Cross Blue Shield of Massachusetts on boards and organizations with business and public policy interests. These include the Massachusetts Health Policy Forum, the Boston Municipal Research Bureau, the Massachusetts Taxpayers Foundation, Mass INC, A Better City, City to City, the New England Council, and the Alliance for Advancing Non-Profit Healthcare.

Jay received a Bachelor's degree in Political Science from the University of Massachusetts at Amherst and a J.D. from New England School of Law.

  Andrew Dreyfus
Executive Vice President
Health Care Services

Andrew Dreyfus is Executive Vice President of Health Care Services for Blue Cross Blue Shield of Massachusetts.  In that position, he is responsible for the company's health and wellness, performance measurement and improvement, and provider contracting divisions.  He also leads the company's health care collaborative initiatives to improve the quality and safety of health care in Massachusetts.


Andrew previously served as the first President of the Blue Cross Blue Shield of Massachusetts Foundation, which works to expand access and reduce barriers to health care for Massachusetts residents.  During his tenure, the Foundation awarded nearly $17 million in grants to community organizations and launched a series of policy initiatives, including the "Roadmap to Coverage", which contributed to the successful passage of the state's landmark 2006 Health Reform Law.

Andrew was a member of the Commonwealth of Massachusetts' Special Commission on the Health Care Payment System, and serves on the board of the Kenneth B. Schwartz Center, the Harvard Risk Management Foundation, the United Way of Massachusetts Bay and Merrimack Valley, and the Board of Advisors for the Brigham & Women's Hospital Center for Surgery and Public Health.

Prior to joining the Foundation, Andrew served as Executive Vice President of the Massachusetts Hospital Association (MHA).  At MHA, he led the development of nationally recognized initiatives to expand access to coverage, and improve quality and patient safety.

Andrew's previous professional experience includes serving as the Massachusetts Undersecretary of Consumer Affairs and Business Regulation, and as Director of Operations and Director of Communications in the Massachusetts Executive Office of Human Services.

John Fallon, M.D.
Senior Vice President
Chief Physician Executive

John is responsible for ensuring the highest standards of medical care for our members. He is also responsible for helping expand health care strategies around quality, effectiveness, and efficiency. He oversees the company's medical policies, acts as the main liaison with the plan's provider network, reviews upcoming legislation for medical impact, manages the company's medical directors, and acts as primary spokesperson for medical inquiries.


John was previously CEO for the clinical enterprise at the State University of New York's Downstate Medical Center. His professional experience also includes the Partners Healthcare System, where he was chair of the physician network. He was also the founder and CEO of North Shore Health System, a physician-hospital organization involving more than 300 physicians and the North Shore Medical Center.

John's philosophy of medical care was sharpened during the 20 years he spent as a primary care physician on the North Shore. He has also spent a large part of his career helping educate other physicians on how to be effective executives in health care.

He serves on many boards; among them are Masspro, Neighborhood Health Plan, and Massachusetts Health Quality Partners.

John received a Bachelor's degree from the College of the Holy Cross, his Master's degree in Business Administration from the University of South Florida, and his M.D. from Tufts Medical School in Boston.

Sandra L. Jesse
Executive Vice President/ Chief Legal Officer

Sandra advises the CEO, Senior Officers, and the Board of Directors on all legal matters affecting the company. In addition to managing the Law Department, Sandra oversees the Fraud Investigation and Prevention Unit and the Compliance Unit.


Under Sandra's leadership, the company completed its parity project and formed our HMO subsidiary in January 2005, saving

our members $14 million annually in aggregate premiums. In addition, the Fraud Investigation and Prevention Unit has recovered more than $20 million for our members. The Unit has saved our members millions more by identifying fraudulent or otherwise non-payable claims prior to processing and payment by BCBSMA.

Sandra followed three distinctly different career paths en route to her leadership position here in 1995. After receiving her Bachelor's degree in Journalism from Indiana University, Sandra worked as a newspaper reporter for the Fort Wayne Journal Gazette. A career change to politics found her in Washington, where she worked as Press Secretary for then-Congressman Lee Hamilton.

An interest in the law led her to Boston College Law School, where she earned her J.D. Sandra then practiced law in the corporate department of the Boston law firm Bingham McCutchen. Later, she became a partner in the Boston firm of Choate, Hall & Stewart. Sandra also completed the Advanced Management Program at Harvard Business School.

Sandra serves on the Board of the Longy School of Music, Boston Harbor Island Alliance, the Landmark School, and the New England Legal Foundation.  She is past President of the Boston Bar Foundation and was one of the first appointed Commissioners to the Massachusetts Commission on the Status of Women.

Allen P. Maltz
Executive Vice President
Chief Financial Officer


Allen is responsible for all financial, investment, audit, real estate, actuarial, and underwriting activities related to the financial management of more than $6 billion in revenues and more than $2 billion in assets.

Under Allen's leadership, the percentage of premiums spent on health care has risen from 87% to 91%; administrative expenses

have been cut from 12% to approximately 7%, and investment earnings have risen from $70 million to more than $100 million. During his tenure, the company eclipsed the $1 billion mark in surplus for the first time, while also receiving approval for and implementing a change in the corporate structure, which provides significant tax savings-a savings we have passed on to our members.

Allen previously worked for Aetna U.S. Healthcare in a number of senior strategic, financial, and actuarial positions. Allen's professional experience also includes Travelers Insurance Company, where he was an actuary.

Allen received a Bachelor's degree in mathematics from the State University of New York at Albany. He is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries.

Allen is active on a number of community-focused boards, principally the United Way of New England, Neighborhood Health Plan, the Crohn's & Colitis Foundation, Goodwill Industries of Boston, and the Treasurers' Club of Boston.

Vinod K. Sahney, Ph.D.
Senior Vice President
Chief Strategy Officer

Vin is responsible for collaborating with CEO Cleve Killingsworth and the Board of Directors to set the corporate and strategic direction of the company. He also is responsible for ensuring that executives and senior management are aligned with the Strategic Plan through the annual business planning process. Vin also assists in the development of annual corporate goals, targets, and company-wide metrics.


Prior to joining BCBSMA in 2006, Vin was Senior Vice President and Chief Project Officer at the Henry Ford Health System in Detroit. Vin held a number of senior strategic planning positions in the 25 years he served at HFHS.

Vin is also a Founding Board Member of the Cambridge-based Institute for HealthCare Improvement. He has served as a Visiting Professor at the Harvard University School of Public Health for more than 30 years. Vin has also published more than 50 articles in peer-reviewed journals, and authored two books and 10 chapters in books about health care administration.

Vin earned a Doctorate degree from the University of Wisconsin-Madison, a Master's degree from Purdue, and a Bachelor's degree from the Birla Institute of Technology in Ranchi, India. He is an elected member of both the Institute of Medicine and the National Academy of Engineering.

John Schoenbaum
Chief of Staff / Executive Office
Senior Vice President

John serves as principal aide to CEO Cleve Killingsworth. His responsibilities include providing coordination and oversight of core company activities and strategic initiatives for the CEO. John also serves as primary strategic liaison with internal leaders and external constituencies.

John assumed the role of Chief of Staff in June of 2005. He

previously served as a Vice President in Corporate Affairs overseeing Corporate Communications. John joined the company in 1993.

In addition to his experience in business relations, John has a broad background in training and communications, having worked in the retail industry in Boston at companies such as Jordan Marsh and Filene's. Prior to entering the corporate world, John served six years as a field probation officer for Cook County Juvenile Court in Chicago.

John received his Bachelor's degree in History and Education from Loyola University and a Bachelor's degree in Communications from Columbia College. He also attended Alliance Française in Paris.

Fredi Shonkoff
Senior Vice President
Corporate Relations

As a member of the Blue Cross and Blue Shield of Massachusetts executive team, Fredi leads the Corporate Relations Division.  In this external-facing role, she manages corporate governance and serves as Corporate Secretary for the company's Board of Directors. She sets the community strategy for the organization, directs its charitable giving, volunteer effort and supplier diversity program.  Fredi is the company's liaison to the Blue Cross and Blue

Shield of Massachusetts Foundation, which she helped create.  As part of a broader set of activities to improve the quality and safety of health care in Massachusetts, Fredi leads two collaborative initiatives aimed at hospital trustees and the public.

Prior to joining BCBSMA in 1992, Fredi held a position with governance and communications responsibilities at Bay State Health Care.  Before entering the health services industry, Fredi served in a number of positions in the public sector in the Attorney General's Office and the Executive Office of Human Services.  

Fredi serves on the Boards of the Crittenton Women's Union, the Boston Center for the Arts, and the Initiative for a New Economy.  She is on the Advisory Board of the Greater Boston Chamber of Commerce's Women's Network (former Chair) and serves on the Commonwealth Compact Steering Committee.  She is the 2008 recipient of the Rachel Carson Advocacy Award from Silent Spring Institute.

Fredi received a Bachelor's degree from Cornell University.  She also has a Master's degree from New York University and a Certificate of Advanced Study from the Harvard Graduate School of Education.

Kenneth F. Wood
Executive Vice President
Sales, Marketing, Service, IT

Ken Wood joined Blue Cross Blue Shield of Massachusetts as Executive Vice President, Sales, Marketing Service, and IT in November 2009. He is responsible for transforming the products, services, and technology environment to meet changing customer needs.

Ken brings broad health care experience with expertise in

competitively priced products that are simple to understand and help ensure members get the health care they need. He recently spent 11 years as the chief operating officer and chief marketing officer of Blue Shield of California. As chief operating officer, Ken was responsible for all operations of the not-for-profit health plan with over 3.2 million members, 4,400 employees, and annual revenues in excess of $7 billion. As chief marketing officer, Ken embraced a consumer-focused strategy, transforming the role of a health plan into one that empowers consumers to actively manage their own health and wellness. Over his combined years at Blue Shield, membership grew from 1.4 million to 3.3 million, making Blue Shield one of the fastest growing health plans in California.

Ken chaired the Blue Shield Against Violence steering committee, which oversaw the company's nationally acclaimed program to bring domestic violence awareness and prevention into the workplace. He was also the chairman of the California Association of Health Plans from 2003 to 2005.

In 1997, the Healthcare Forum recognized Ken was an International Emerging Leader in Health Care for his contributions to improving health care delivery for consumers.

Ken previously served as the vice president of marketing for FHP's Colorado Region. Prior to FHP, he held senior management positions with TakeCare, Lincoln National, and The Travelers Insurance Company.

Ken holds a bachelor's degree in psychology from Wesleyan University.
