ANDREW DREYFUSPRESIDENT AND CHIEF EXECUTIVE OFFICER Andrew Dreyfus is President and Chief Executive Officer for Blue Cross Blue Shield of Massachusetts. Serving nearly 3 million members, BCBSMA is one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country. As CEO, Andrew leads the company's effort to make quality health care affordable.
Prior to being named CEO in September 2010, Andrew served as BCBSMA's Executive Vice President of Health Care Services. In that position, he led the company's collaborative efforts to improve the quality and safety of health care in Massachusetts, including the development of BCBSMA's Alternative Quality Contract, an innovative model which is currently one of the largest commercial payment reform initiatives in the nation.
Andrew previously served as the first President of the Blue Cross Blue Shield of Massachusetts Foundation, which works to expand access to health care for Massachusetts residents. During his tenure, the Foundation launched a series of policy initiatives, including the "Roadmap to Coverage," which contributed to the successful passage of the state's landmark 2006 Health Reform Law.
Andrew serves on the board of the Schwartz Center for Compassionate Healthcare, the United Way of Massachusetts Bay and Merrimack Valley, Jobs for Massachusetts, and the Boston University School of Public Health Dean's Advisory Board.
Andrew previously served as Executive Vice President of the Massachusetts Hospital Association (MHA), and held a number of senior positions in Massachusetts state government, including Undersecretary of Consumer Affairs and Business Regulation. |

BRUCE M. BULLENCHIEF OPERATING OFFICER Bruce Bullen is Chief Operating Officer (COO) for Blue Cross Blue Shield of Massachusetts, the largest private health plan in Massachusetts and one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country, serving nearly 3 million members. As COO, Bruce works directly with President and CEO Andrew Dreyfus to advance the company's highest priority of making quality health care affordable. He's responsible for the company's key operational divisions including sales, marketing and product development, member services, health management, information technology, and contracting with physicians and hospitals. Bruce joins Blue Cross Blue Shield of Massachusetts after more than a decade in senior management positions at Harvard Pilgrim Health Care, serving as the company's interim CEO from 2009-2010. Prior to that, Bruce served as Senior Vice President and COO of Harvard Pilgrim Health Care, helping to lead the company's extraordinary financial and operational turnaround. Prior to Harvard Pilgrim Health Care, Bruce spent two decades in senior roles in Massachusetts state government, including ten years as the commissioner of the Medicaid program. In that role, he eliminated a $300 million deficit and led the design and implementation of a groundbreaking health reform initiative that extended health coverage to 300,000 uninsured Massachusetts residents. Bruce serves on the board of Neighborhood Health Plan and the Boston Healthcare for the Homeless Program. He's also held board positions with the Massachusetts Foundation for the Humanities, the Massachusetts Medicaid Policy Institute, Hebrew Rehabilitation Center, and Harvard Vanguard Medical Associates. He is a past Chairman of the National Association of State Medicaid Directors and Vice President of the American Public Human Services Association. Bruce holds a master's degree in Public Administration from the John F. Kennedy School at Harvard University and an undergraduate degree from Williams College. |

JOHN FALLON, M.D.SENIOR VICE PRESIDENT CHIEF PHYSICIAN EXECUTIVE John is Senior Vice President and Chief Physician Executive for Blue Cross Blue Shield of Massachusetts, the largest private health plan in Massachusetts, and one of the largest, independent, not-for-profit Blue Cross Blue Shield plans in the country, serving nearly 3 million members. John is responsible for ensuring the highest standards of medical care for the company's members, and is accountable for helping to expand health care strategies involving quality, effectiveness, efficiency and their relationships to new payment methodologies. He oversees the consistency of medical policies across the organization, acts as the main liaison with the plan's provider network, reviews upcoming legislation for medical impact, manages the company's medical directors, acts as primary spokesperson for medical inquires and is the main medical contact for the Blue Cross Blue Shield Association and its 39 plans. John practiced Internal Medicine for over 20 years. Prior to joining Blue Cross Blue Shield of Massachusetts, he was the CEO for the entire clinical enterprise at the State University of New York's Downstate Medical Center, including University Hospital of Brooklyn. His professional experience also includes the Partners Healthcare System, where he was Chairman of the physician network. He was also the founder and CEO of North Shore Health System, a large physician-hospital organization in Massachusetts. John serves on many boards. Locally among them are the Neighborhood Health Plan, MASSPRO, and the New England Healthcare Institute; nationally the NCQA Medical Standards, and Temple University School of Medicine Board of Advisors. He is currently co-chair of the State of Massachusetts Patient Centered Medical Home Initiative Coordination Council, and Chair of the Blue Cross Blue Shield Association National Council of Physician Executives. John has a master's degree in Business Administration, is Board Certified in Internal Medicine, is a Fellow of the American College of Physicians and a Clinical Professor in the School of Public Health at SUNY Downstate Medical Center College of Medicine. |

SARAH ISELINSENIOR VICE PRESIDENT, STRATEGY, POLICY AND COMMUNITY PARTNERSHIPS AND CHIEF STRATEGY OFFICER Sarah is responsible for the company's strategic services including internal business consulting, strategic, and business planning. She also leads the company's corporate citizenship team. From 2010-2012, Sarah was the president of the Blue Cross Blue Shield of Massachusetts Foundation, one of largest private health philanthropies in Massachusetts, focused on improving access to health care and health coverage. Sarah came to the Foundation after serving as the Commissioner of the Massachusetts Division of Health Care Finance and Policy where she managed and monitored critical phases of the implementation of the state's landmark 2006 health care reform law, including the formation of the Health Safety Net, and the Fair Share, Free Rider, and Health Insurance Responsibility Disclosure requirements for employers. She also co-chaired the Special Commission on the Health Care Payment System which recommended a major overhaul in the way physicians and hospitals are paid. Prior to her appointment as Commissioner, Sarah worked on the development of statewide quality and safety initiatives for Blue Cross Blue Shield of Massachusetts. From 2001 to 2005, Sarah was the director of policy and research for the Blue Cross Blue Shield of Massachusetts Foundation, where she played a key role in developing the Foundation's Roadmap to Coverage initiative, which provided the framework for the state's 2006 health reform law. Sarah earned a master's degree in health policy and management from the Harvard School of Public Health, and her undergraduate degree from the School of the Art Institute of Chicago. |

ALLEN P. MALTZEXECUTIVE VICE PRESIDENT, CHIEF FINANCIAL OFFICER Allen is Executive Vice President and Chief Financial Officer for Blue Cross Blue Shield of Massachusetts, the largest private health plan in Massachusetts and one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country, serving nearly 3 million members. Allen is responsible for all financial, investment, audit, real estate, actuarial, and underwriting activities related to the financial management of more than $6 billion in revenues and more than $2 billion in assets. Under Allen's leadership, the percentage of premiums spent on health care has risen from 87 percent to 91 percent, administrative expenses have been cut from 12 percent to approximately 7 percent, and investment earnings have risen from $70 million to more than $100 million. During his tenure, the company eclipsed the $1 billion mark in surplus for the first time, while also receiving approval for and implementing a change in the corporate structure, which provides significant tax savings—a savings we have passed on to our members. Prior to joining Blue Cross Blue Shield of Massachusetts in 2001, Allen worked for Aetna U.S. Healthcare (AUSHC) in a number of senior strategic, financial, and actuarial positions. Allen's professional experience also includes Travelers Insurance Company, where he was an actuary. Allen is active on a number of community-focused boards, principally the United Way of New England, Neighborhood Health Plan, the Crohn's & Colitis Foundation, Goodwill Industries of Boston, and the Treasurers Club of Boston. Allen received a bachelor's degree in mathematics from the State University of New York at Albany. He is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries. |

JAY MCQUAIDESENIOR VICE PRESIDENT OF CORPORATE COMMUNICATIONS Jay McQuaide is Senior Vice President of Corporate Communications for Blue Cross Blue Shield of Massachusetts, the largest private health plan in Massachusetts and one of largest independent, not-for-profit Blue Cross Blue Shield plans in the country, serving nearly 3 million members. Jay has overall responsibility and accountability for developing and executing Blue Cross Blue Shield of Massachusetts' internal and external communications strategies. In this role, Jay directly oversees the company's internal communications and public relations programs, and serves as Blue Cross Blue Shield of Massachusetts' chief spokesperson. In addition, he works directly with the CEO on specific strategic communication initiatives. Jay joined Blue Cross Blue Shield of Massachusetts in September 2005 as director of Internal Communications. Previously, Jay worked for more than 15 years in the broadcast news media serving as an anchor and reporter for WBZ Radio and Television in Boston. His responsibilities included serving as the radio station's chief political reporter in which he covered the Massachusetts Statehouse as well as local and national political races, political conventions, and presidential inaugurations. Jay's reporting honors include the national Edward R. Murrow Award for excellence in broadcast journalism and awards for his coverage of the first-in-the-nation New Hampshire presidential primary. Among the community boards Jay serves on is the Paul H. Sullivan Leadership Institute at Middlesex Community College. Jay graduated with honors from the University of Massachusetts at Lowell with a dual major in English and political science. |

JASON ROBARTSENIOR VICE PRESIDENT OF ORGANIZATIONAL EFFECTIVENESS AND CHIEF HUMAN RESOURCES OFFICER Jason Robart is the Senior Vice President of Organizational Effectiveness and Chief Human Resource Officer for Blue Cross Blue Shield of Massachusetts, the largest private health plan in Massachusetts and one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country, serving nearly 3 million members. Jason's responsibilities include talent management, diversity, change management, and fostering a culture of continuous improvement that will enable Blue Cross to succeed in the rapidly evolving health care environment. Jason was formerly an Executive Vice President for Health Dialog, an international health care analytics company where he worked with many of the largest Blues Plans in the country. He brings more than 20 years of experience in health care, human resources, client relationship development, and sales/product management to the company. Jason has extensive leadership experience in change management and the creation of high performing organizations, including seven years as a Principal at Mercer Human Resource Consulting; three years as a Vice President at Imagitas, a targeted marketing firm; and six years as Vice President and President at Ceridian Performance Partners, a national firm specializing in organizational effectiveness, work/life balance, diversity and workplace flexibility. Jason holds a Bachelor's degree in Political Science from Middlebury College. He serves on the Board of Directors of the Northeast Human Resource Association, and on a variety of committees for other non-profit organizations. |
