PRESIDENT AND CHIEF EXECUTIVE OFFICER
Andrew Dreyfus is President and Chief Executive Officer for Blue Cross Blue Shield of Massachusetts. Serving nearly 3 million members, BCBSMA is one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country. As CEO, Andrew leads the company's effort to make quality health care affordable.
Prior to being named CEO in September 2010, Andrew served as BCBSMA's Executive Vice President of Health Care Services. In that position, he led the company's collaborative efforts to improve the quality and safety of health care in Massachusetts, including the development of BCBSMA's Alternative Quality Contract, an innovative model which is currently one of the largest commercial payment reform initiatives in the nation.
Andrew previously served as the first President of the Blue Cross Blue Shield of Massachusetts Foundation, which works to expand access to health care for Massachusetts residents. During his tenure, the Foundation launched a series of policy initiatives, including the "Roadmap to Coverage," which contributed to the successful passage of the state's landmark 2006 Health Reform Law.
Andrew is Chairman of the Board of the United Way of Massachusetts Bay and Merrimack Valley, and also serves on the boards of the Schwartz Center for Compassionate Healthcare, the National Institute for Health Care Management (NIHCM), Jobs for Massachusetts, and the Boston University School of Public Health Dean's Advisory Board and the Ariadne Labs Advisory Board.
Andrew previously served as Executive Vice President of the Massachusetts Hospital Association (MHA), and held a number of senior positions in Massachusetts state government, including Undersecretary of Consumer Affairs and Business Regulation.
SENIOR VICE PRESIDENT, NETWORK AND SERVICE INTEGRATION,
Deborah Devaux is currently BCBSMA's Interim Chief Strategy Officer and Senior Vice President responsible for network management, member and provider services, and consumer engagement.
Deb joined BCBSMA in 2000 and has had leadership positions in health plans, physician/hospital systems, and health care consulting since 1982. Her previous experience is for organizations including: Harvard Pilgrim Health Care and its predecessors; Ernst and Young in the national health care consulting practice; and BDC Advisors, a health care strategy consulting firm. Deb has a master's degree from University of Michigan School of Public Health and is an adjunct faculty member at the Harvard School of Public Health and Tufts Medical School.
EXECUTIVE VICE PRESIDENT, SALES, MARKETING & PRODUCT
As Executive Vice President of Sales, Marketing & Product, Patrick is responsible for all of our commercial market-facing functions. His leadership responsibilities include product development, management, and strategy; brand management and marketing, and sales. In addition, Pat oversees our specialty benefits offerings and our prevention and wellness programs.
Pat initially came to Blue Cross Blue Shield of Massachusetts in September 2007 as Senior Vice President of Health Care Contract Management. He was responsible for developing and executing our provider contracting strategy and for successfully implementing our Alternative Quality Contract, a payment reform initiative that has received national recognition.
With over 20 years of experience in the health care industry, Pat continues to bring a wealth of health care experience to Blue Cross. Previously, he was Senior Vice President for Health System Alliances at CVS Health. In that role he was responsible for developing collaborative arrangements with physician groups, hospitals, Accountable Care Organizations (ACOs), and other provider entities to support medication adherence programs, electronic connectivity, and nurse practitioner services at CVS MinuteClinic.
Pat was also Vice President for System Contracting and Contract Finance for Partners HealthCare System in Boston. There he was responsible for payer contracting strategy, contracting financial analysis, and negotiation of payer contracts for Partners' six acute care hospitals, non-acute facilities, and the 6,000 physicians affiliated with Partners Community HealthCare, Inc.
Pat is an Associate of the Society of Actuaries and a member of the American Academy of Actuaries. He received his B.A. in mathematics from the College of the Holy Cross.
EXECUTIVE VICE PRESIDENT, MEDICARE AND CHIEF LEGAL OFFICER
Stephanie Lovell is Executive Vice President, Medicare and Chief Legal Officer for Blue Cross Blue Shield of Massachusetts, the largest private health plan in Massachusetts, and one of the largest independent, not-for-profit Blue Cross Blue Shield plans in the country serving nearly 3 million members.
Stephanie has overall responsibility for Blue Cross' Medicare program. She also leads the company's Law Department and Government and Regulatory Affairs function and provides strategic counsel to help ensure the company continues to meet key corporate goals – including making quality health care affordable for individuals, families and employers.
Stephanie has extensive experience in both the public and private sectors. She joined Blue Cross in December 2011 after more than four years at Boston Medical Center (BMC), where she served as Senior Vice President of Administration and General Counsel. At BMC, Lovell was responsible for legal affairs, strategic planning, compliance, human resources, and facilities. Prior to BMC, Lovell served in the Office of the Attorney General for more than six years, including three years as First Assistant Attorney General and three years as the Government Bureau Chief.
Stephanie has sat on several boards, and currently is a board member of the Boston Bar Foundation, Goodwill Industries of Massachusetts and Community Servings. She holds a Juris Doctorate from the Boston University School of Law and a bachelor's degree in philosophy from Hamilton College.
SENIOR VICE PRESIDENT OF CORPORATE COMMUNICATIONS AND CITIZENSHIP
Jay has overall responsibility and accountability for developing and executing Blue Cross Blue Shield of Massachusetts' internal and external communications strategies. In this role, Jay directly oversees the company's internal communications and public relations programs, and serves as Blue Cross Blue Shield of Massachusetts' chief spokesperson. In addition, he works directly with the CEO on specific strategic communication initiatives.
Jay joined Blue Cross Blue Shield of Massachusetts in September 2005 as director of Internal Communications. Previously, Jay worked for more than 15 years in the broadcast news media serving as an anchor and reporter for WBZ Radio and Television in Boston. His responsibilities included serving as the radio station's chief political reporter, in which role he covered the Massachusetts State House as well as local and national political races, political conventions, and presidential inaugurations. Jay's reporting honors include the national Edward R. Murrow Award for Excellence in broadcast journalism and awards for his coverage of the first-in-the-nation New Hampshire presidential primary.
Jay is active on a number of community-focused, not-for-profit boards, including the Paul H. Sullivan Leadership Institute at Middlesex Community College and A Better City (ABC).
Jay graduated with honors from the University of Massachusetts at Lowell with a dual major in English and Political Science.
SUSAN L. SGROI
SENIOR VICE PRESIDENT OF ORGANIZATIONAL EFFECTIVENESS AND CHIEF HUMAN RESOURCES OFFICER
Sue will oversee the Human Resources function and focus on fostering a culture of continuous improvement that will enable Blue Cross to succeed in the rapidly evolving health care environment.
Sue joined Blue Cross in January 2015. She formerly led the human resources function for the asset management division of Fidelity Investments. She brings more than 25 years of experience both nationally and internationally across a variety of human resources disciplines, with a proven track record of aligning strategic and business goals with organizational and workforce strategies.
Sue holds a master's degree in organizational development from American University and a bachelor's degree from Bowdoin College. She serves on the St. Francis House board of directors, the largest day shelter for the homeless in Boston.
BRUCE M. BULLEN
CHIEF OPERATING OFFICER
As chief operating officer, Bruce works directly with President and CEO Andrew Dreyfus to advance the company's highest priority of making quality health care affordable. He's responsible for the company's key operational divisions, including sales, marketing and product development, member services, health management, information technology, and contracting with physicians and hospitals.
Bruce joined Blue Cross Blue Shield of Massachusetts in 2011, after more than a decade in senior management positions at Harvard Pilgrim Health Care, including serving as the company's interim CEO from 2009 to 2010. Prior to that, Bruce served as senior vice president and COO of Harvard Pilgrim Health Care, helping to lead the company's extraordinary financial and operational turnaround.
Bruce serves on the board of the Boston Health Care for the Homeless Program and the Massachusetts Taxpayers Foundation. He's also held board positions with the Neighborhood Health Plan, Massachusetts Foundation for the Humanities, the Massachusetts Medicaid Policy Institute, the Hebrew Rehabilitation Center, and Harvard Vanguard Medical Associates. He is a past chairman of the National Association of State Medicaid Directors and vice president of the American Public Human Services Association.
Bruce holds a master's degree in public administration from the John F. Kennedy School at Harvard University and an undergraduate degree from Williams College.
JOHN A. FALLON, M.D.
SENIOR VICE PRESIDENT, CHIEF PHYSICIAN EXECUTIVE
John has been the Chief Physician Executive and Senior Vice President at Blue Cross Blue Shield of Massachusetts since 2004. He is responsible for ensuring the highest standards of medical care for its members. He is also accountable for helping expand health care strategies involving quality, effectiveness, efficiency and their relationships to new payment methodologies. He leads the Health and Medical Management Division which is responsible for care management and utilization management activities for both medical and behavioral health. He oversees clinical pharmacy, medical policy and peer review. He acts as the main clinical liaison with the plan's provider network, reviews upcoming legislation for medical impact, manages the company's medical directors, acts as primary spokesperson for medical inquires, is the main medical contact with the National Blue Cross Blue Shield Association and its 39 plans across the country, covering almost 100 million members.
Prior to coming to BCBSMA, he was CEO for the entire clinical enterprise at the State University of New York's Downstate Medical Center, including University Hospital of Brooklyn and the clinical faculty practice plan. He still maintains his academic appointment as Clinical Professor in the Graduate Program of Public Health. His professional experiences also include the Partners Healthcare System, where he was Chairman of the physician network. He was also the founder and CEO of North Shore Health System, a large physician-hospital organization in Massachusetts. He is a member of the National Council of Physician Executives (Chair 2010-2012) at the Blue Cross Blue Shield Association.
He serves on many boards; locally, among them are NEHI (Chair), nationally NCQA Medical Standards (Chair), and Temple University School of Medicine Board of Advisors. John practiced Internal Medicine for over 20 years; fulfilled his residency at Boston City Hospital; is Board Certified in Internal Medicine; is a Fellow of the American College of Physicians; and has a master's degree in business administration.
ALLEN P. MALTZ
EXECUTIVE VICE PRESIDENT, CHIEF FINANCIAL OFFICER
Allen is responsible for all financial, investment, audit, real estate, actuarial, and underwriting activities related to the financial management of more than $6 billion in revenues and more than $3 billion in assets.
Under Allen's leadership, the percentage of premiums spent on health care has risen from 87 percent to 90 percent, administrative expenses have been cut from 12 percent to approximately 10 percent, and investment earnings have risen to more than $100 million.
Prior to joining Blue Cross Blue Shield of Massachusetts in 2001, Allen worked for Aetna Inc. in a number of senior strategic, financial, and actuarial positions. Allen's professional experience also includes Travelers Insurance Companies, where he was an actuary.
Allen is active on a number of community-focused boards, principally Life and Specialty Ventures, HTH Worldwide, Indigo, Cobalt, Goodwill Industries of Boston, and the Treasurers Club of Boston.
Allen received a bachelor's degree in mathematics from the State University of New York at Albany. He is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries.
PRESIDENT AND CEO, ZAFFRE INVESTMENTS
Jason is the President and CEO of Zaffre Investments. Zaffre is committed to adding value through investments in new products, services, and technology, to improve the way healthcare is delivered and received. To date, BCBSMA and Zaffre have made investments in a wide range of companies, including urgent care centers, a claims processing platform, a number of health IT start ups and several consumer-focused organizations.
Previously Jason served as Blue Cross' Senior Vice President of Organizational Effectiveness and Chief Human Resources Officer. He brings more than 20 years of experience in health care, human resources, client relationship development, and sales/product management to his work for our company.
Jason was formerly an executive vice president for Health Dialog, an international health care analytics company where he worked with many of the largest Blues Plans in the country. He has extensive leadership experience in change management and the creation of high-performing organizations, including seven years as a principal at Mercer Human Resource Consulting; three years as a vice president at Imagitas, a targeted marketing firm; and six years as vice president and president at Ceridian Performance Partners, a national firm specializing in organizational effectiveness, work/life balance, diversity and workplace flexibility.
Jason holds a bachelor's degree in political science from Middlebury College. He serves on the board of directors of the Northeast Human Resource Association, and on a variety of committees for other nonprofit organizations.
